I think this is a spirea bush that they call the "Bridal Wreath" it begins blooming in mid March...it just started blooming this week. I like this bush a lot and would love to have more of these along the fence.  Last year I trimmed around the bush to give it more room to grow and clear away the scraggly bushes that were starting to grow into it. I also cleared away the vines that were beginning to choke the limbs. I am glad to see it survived the trimming since I had to cut some of its limbs to get it free from the mess.
